The Council
The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Orweco Hutchinson, Michelle Love, Suzanne Hutchinson, and Robert Fountain Jr. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

Call Meeting to Order: Mayor Smith called the meeting to order at 6:03pm.

Invocation and Pledge of Allegiance: Invocation by CM Jesse Yawn. All in attendance stood for the pledge.

Adoption of Agenda: Mayor Smith asked the council to amend the agenda to include part-time police officer. CM Yawn made a motion to amend the agenda to include part-time police officer. Motion seconded by CM Love. Motion carried by CM OHutchinson, CM Fountain, and CM SHutchinson. Motion passed. CM SHutchinson made a motion to adopt the amended agenda. Motion seconded by CM Yawn. Motion carried by CM Fountain, CM OHutchinson, and CM Love.

Jason Bennett- Limb Pickup: Jason Bennett spoke to the council about limb pickup in the city. He stated that it is something important that the citizens need. Mayor Smith stated that unfortunately there is nothing the city can do at the time but they are willing to take suggestions.

Judy Garman- Rec Dept: Judy Garman asked the council about limbs and stated that burning them is a viable option. She then went into discussion about the Recreation Department. She spoke about the concession stand, asking when it would be completed and if the city could hire someone to do the job. She then spoke about activities for the kids stating that it is important for the city to have them as options.

Adoption of Minutes: CM SHutchinson made a motion to accept the July 11th minutes and executive minutes. Motion seconded by CM Fountain. Motion carried by CM Love, CM OHutchinson, and CM Yawn. Motion passed.

Charter Reading- Attorney Calhoun passed out copies of the most recent version of the charter to the council. He stated that copies will be available at City Hall for pickup and posted online.

Ordinances Reading- Attorney Calhoun presented the council with ordinances for review. He stated that they would available at the clerk’s office in the future for review by citizens.

Bank Building Roof Project- The shingles have been replaced and they’re working on the last part of the project which will be done in the next few weeks.

Bids for outside clearing of bank building- The city is accepting bids to clear the small area of land next to the bank building.

BINGO- Bingo went well and had a great turnout. The next Bingo game will be on Thursday, August 18th at 6:00pm.

School supply giveaway- Mayor Smith spoke about the school supply giveaway hosted by the Waymakers group. There were 115 school bags with supplies given away at the event. There was a bouncy house, food, and games.

Audit Update- Mayor Smith reported that she spoke with the auditor about the 2020 audit. Unfortunately there has been a problem appear. There are missing receipts & unknown charges.

Chief of Police Conference- Chief Strickland shared with the council some aspects of the conference. They went over new case laws, focused on hiring and retention. Also, he was able to acquire some quotes on flashing speed limit signs.

New Employee Introduction- Mayor Smith introduced new employee Walter Herrington to the council.

Waymaker Community Group Events- Mayor Smith went over a list of upcoming events being put on by the Waymaker Community Group.

Business License Applications- Mayor Smith presented the council with two business license applications. CM SHutchinson made a motion to accept the business license application for Smoking and Smoking BBQ & more. Motion seconded by CM OHutchinson. Motion carried by CM Love, CM Fountain, and CM Yawn. Motion passed. CM SHutchinson made a motion to accept the business license application for Natures Woods Taxidermy LLC. Motion seconded by CM Yawn. Motion carried by CM Love, CM Fountain, and CM OHutchinson. Motion passed.

YOTM for August 2022- Mayor Smith announced that Judy Garman was the Yard of the Month winner for August 2022.

Christmas Planning Update- They have started planning for the Christmas parade. The parade will be December 3rd. Activities will start at 3pm.

Resolution for Old Water Accounts- Mayor Smith stated that the auditor suggested the city come up with a resolution for the old water accounts. Attorney Calhoun stated he would look into it for the council.

Deputy Clerk- Mayor Smith informed the council that interviews were held and recommended a candidate. CM Love made a motion to hire Elizabeth Carter for the deputy clerk position. Motion seconded by CM SHutchinson. Motion carried by CM OHutchinson, CM Yawn, and CM Fountain. Motion passed.

Property Tax Due Date- The council discussed a date for property taxes to be sent out and due by. CM SHutchinson made a motion to send out property tax bills on Dec 1st and have them due on February 1st. Motion seconded by CM Fountain. Motion carried by CM Love, CM Yawn, and CM OHutchinson. Motion passed.

Recess Regular Meeting: CM SHutchinson made a motion to go out of regular session and into executive session at 6:47pm. Motion seconded by CM OHutchinson. Motion carried by CM Fountain, CM Love, and CM Yawn.

Call Regular Meeting to order: CM Yawn made a motion to go out of executive session and into regular session at 7:08pm. Motion seconded by CM Love. Motion carried by CM Fountain, CM OHutchinson, and CM SHutchinson.
CM Hutchinson made a motion to raise the starting pay of the deputy clerk position to $10 per hour. All council voted in favor of the motion.
CM Yawn made a motion to increase Chief Strickland’s pay to $22 per hour. Motion seconded by CM OHutchinson. Motion carried by CM Love, CM SHutchinson, and CM Fountain.
CM Yawn made a motion to hire Michael Thomas as a part-time police officer. Motion seconded by CM Fountain. Motion carried by CM Love, CM SHutchinson, and CM OHutchinson.

Department Head Reports

Fire Department- Chief Yawn reported that everything with the department is going well. They have been working with the county and had to take a few trips there.

Street/Water Department- CM Yawn reported that the departments have been busy, especially with grass cutting. Harry Ricks will be attending the water class on Oct. 18th.

Police Department- Chief Strickland reported that everything is going well with the department. He did speak to the DOT about the red light timing and is going to reach out again to see if they can adjust it more.

Safety Department- CM Hutchinson is getting ready to get everything together for the grant.

Recreation Department- CM Love stated that they’re getting ready to start planning for the concession stand. She is also planning a painting class to have at the community center.
