The Council
The City of Adrian is operated by the Mayor Kim Adams and five council members, Jesse Yawn, Zelda Sumner, Wynola Smith, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING
MONDAY, FEBRUARY 11, 2019 AT 6:00PM
ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002
I. Call Meeting to Order: Mayor Kim Adams called the meeting to order at 6:00pm.
II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge. Council members in attendance were CM Hutchinson, CM ZSumner, and CM Yawn.
III. Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda. Motion seconded by CM Yawn and carried by CM ZSumner. Agenda adopted.
IV. Announcements:

Courtware Class- Clerk Jean and Deputy Clerk Owen will be attending a free Courtware class on June 14th.
CM Sumner entered the meeting.
V. Public Speakers:

Johnny Webb- Buzzards- Johnny Webb was not in attendance. The council spoke about the problems with the buzzards and what they can do about it.

Julia Garman- Julia Garman commended Chief Pennington for the Job he has been doing. She appreciated him responding to her call and how he handled the situation.
VI. Adoption of Minutes: CM Hutchinson made a motion to accept the January 14th minutes and the January 14th executive minutes. CM Yawn seconded the motion. Motion carried by CM ZSumner and CM Sumner. Minutes Adopted.
CM Sumner asked to speak and brought forward his resignation. CM Hutchinson made a motion to accept CM Sumner’s resignation. There was no second. The Mayor asked Clerk Jean to call the secretary of state Tuesday morning to ask what they need to do. The resignation will be tabled.
CM Sumner left the meeting.
VII. Reconciliations: CM ZSumner made a motion to accept all bank statements and reconciliations for January 2019. CM Yawn seconded the motion. Motion carried by CM Hutchinson. Motion passed.
VIII. Unfinished Business:

Computer System- Clerk Jean presented the council with different software that was cheaper. The previous software, Harris, had a final total that was higher than expected. CM Yawn made a motion to go with Southern Software instead of Harris. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion Passed.

Garbage Update- Clerk Jean presented the council with a list of customer complaints about Evans Disposal. She also presented a list of ways they have breached the contract. CM Yawn made a motion to bring forth all of this to the city attorney and have him handle it, seconded by CM ZSumner, and carried by CM Hutchinson. Motion passed.
IX. New Business:

List of Bills paid in January- CM Yawn made a motion to accept the list of bills paid in January. Motion seconded by CM Hutchinson and carried by CM ZSumner. Motion passed.

Printer Proposal- The lease with the current printer is up. Clerk Jean presented the council with two printers from the same company. CM Hutchinson made a motion to go with the Konica Minolta printer from Middle Georgia Business. Motion seconded by CM ZSumner and carried by CM Yawn. Motion passed.

Set Qualifying fees- The council discussed the qualifying fees and decided they will be the same as last year. Clerk Jean will run them in the paper.

Chris Way’s Resignation- CM Yawn made a motion to accept Chris Way’s resignation, seconded by CM Hutchinson. Motion carried by CM ZSumner. Resignation accepted.

Hiring New Maintenance Man- The council discussed the open position. They will hold interviews on February 25th at 6:00pm.

New Computer- CM Yawn made a motion to purchase a new computer for the city hall. CM Hutchinson seconded the motion. Motion carried by CM ZSumner. Motion Passed. The council agreed it will be paid for out of the splost funds. Also, with having the new computer the system will need to backed up more often than once a month. Danny Kirkland, with Quick Computer, provides this service for the City of Adrian. He stated he could do a nightly back-up for the office and it would be an extra $10.00 a month. Mayor Adams, CM Yawn, CM ZSumner, and CM Hutchinson agreed to back-up the system daily.

Financing Computer System- The computer system will be financed over 5 years with an annual payment.
X. Reports:
Department Head Reports

Fire Department- Chief Yawn reported that the fire department had a good year and that calls went down.

Street/Water Department- CM Yawn discussed some big projects that will be coming up soon for the departments.

Police Department- Chief Pennington reported that he has written 44 summonses in the past month. CM Yawn complimented Chief Pennington on his shift work.

Safety Department- Felicia Owen reported that she and Dwayne Yawn will be attending safety classes the following week. They will allow the city to apply for the safety grant.

Recreation Department- Mayor Adams had nothing to report.

Suzanne Hutchinson announced the Spring Fling will be April 6th from 12-5pm. The vendor fee will be increasing to $25. The entry fee for adults will be decreasing to $2. Children 12 and under will be free.

Larry Sumner- Spoke earlier in the meeting.
Mayor Kim Adams discussed an issue between her house and the jet store. She asked if research could be done to determine if it was a road or an alleyway.
XI. Recess Regular Meeting: CM Yawn made a motion to go out of regular session at 6:58pm. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed.
XII. Executive Session: CM Yawn made a motion to go into executive session at 6:58pm, seconded by CM Hutchinson, and carried by CM ZSumner. Motion Passed.
CM Yawn made a motion to go out of executive session at 7:14pm. Motion seconded by CM ZSumner. Motion carried by CM Hutchinson. Motion passed.
XIII. Call Regular Meeting to order: CM Yawn made a motion to go back into regular session at 7:14pm, seconded by CM ZSumner, and carried by CM Hutchinson. Motion passed.
CM Yawn made a motion to raise Deputy Clerk Owen’s pay 50 cents to $9/hour, seconded by CM Hutchinson, carried by CM ZSumner. Motion passed.
XIV. Adjournment: CM Yawn made a motion to adjourn the meeting at 7:17pm, seconded by CM Hutchinson, and carried by CM ZSumner. Motion passed. Meeting adjourned.
