The Council

The City of Adrian is operated by the Mayor Kim Adams and five council members, Jesse Yawn, Zelda Sumner, Wynola Smith, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, JANUARY 14TH, 2019 AT 7:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: Mayor Kim Adams called meeting to order at 6:55pm.

 

II. Pledge of Allegiance: All in attendance stood for the pledge. CM Sumner was not in attendance.

 

III. Adoption of Agenda: CM Yawn made a motion to remove Joan Irvin and Troy Parrish from the list of speakers since they could not attend and to adopt the agenda. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed. Agenda Adopted.

 

IV. Announcements:

  1. Felicia’s School Date February 3-5- Deputy Clerk Owen received a scholarship and will be attending clerk training in Jekyll Island. 

 

V. Public Speakers:  

  1. Marilyn Mimbs- Spoke about issues she has been having involving dogs in the city. She spoke on behalf of an incident that happened in her yard and another that happened in her neighbor’s yard. CM ZSumner stated that the city does have a problem and that she spoke to the Emanuel County Animal Shelter. The city will be calling daily to see if there is open space available and will be setting traps if there is.

  2. Joan Irvin- Taxes, salaries, and limbs  Not in attendance

  3. Judge Richard McNeely was invited by the Council to speak. They briefly spoke about the Judge working for Adrian. Continued in Executive Session.

  4. Troy Parrish- Pest Control Not in attendance

 

VI. Adoption of Minutes:  November 12th Executive Minutes, December 10th Minutes, December 10th Executive Minutes, December 20th Minutes, December 26th Minutes, and January 7th Minutes- CM Yawn made a motion to accept all minutes, seconded by CM Smith. Motion carried by CM ZSumner and CM Hutchinson. Motion passed. Minutes accepted.

 

VII. Reconciliations: All bank statements for December 2018- CM Yawn made a motion to accept all bank statements and reconciliations. Motion seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion Passed. Bank statements and reconciliations accepted.

 

VIII. Unfinished Business:

  1. Computer System- The Council reviewed 2 computer systems presented for the City Hall. The programs were Edmund & Associates and Harris Computer Systems. Harris allowed for the city to own rights after 5 years and the other did not. CM Yawn made a motion to go with Harris, seconded by CM Smith, and carried by CM ZSumner and CM Hutchinson. Motion Passed.

 

IX. New Business:

  1. List of Bills paid in December- CM ZSumner made a motion to accept the list of bills paid in December. Motion seconded by CM Yawn and carried by CM Smith and CM Hutchinson. Motion Passed. List of bills accepted.

  2. New Pest Control- A bid was presented from Parrish Pest. The current pest control the city has is not efficient. Parrish Pest is also a business run in Adrian and the city would rather support someone in the city. CM Hutchinson made a motion to accept the bid from Parrish Pest, seconded by CM Yawn, and carried by CM ZSumner and CM Smith. Motion passed.

  3. Garbage Contract- The city has had many complaints regarding the current garbage service. The clerks were informed to start making a list of complaints and they will look into the contract and another garbage service.

  4. 2019 Holidays- CM Yawn made a motion to accept the 2019 Holidays, seconded by CM Smith, and carried by CM ZSumner and CM Hutchinson. Motion Passed.

  5. Council Salary Increase- CM Yawn stated that he would like to raise the salary of the council and mayor. They will revisit the topic after executive session.

  6. Steven Cox’s Resignation- CM Hutchinson made a motion to accept Steven Cox’s resignation, seconded by CM ZSumner, and carried by CM Yawn and CM Smith. Motion Passed. Resignation accepted.

  7. Quotes for AC/Heat unit- The heater in the City Hall Office is leaking gas and making the clerks sick. CM Yawn made a motion to go with the unit from Home Depot. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion Passed.

  8. Adopt Budget- CM Yawn made a motion to adopt the 2019 budget that had run in the paper, seconded by CM ZSumner, and carried by CM Smith and CM Hutchinson. Motion Passed. Budget adopted.

  9. Council Member Department Appointment- Will be discussed in executive session.

  10. New Judge Appointment- Discussed in executive session.

 

X. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported the Fire Department had a total of 4 calls in November and 4 calls in December. They have responded to some structure fires and advised everyone to be careful with how they are heating their house and make sure it is safe. He also reported that the ISO rate has gone down to a rating of 4 and to talk to your house insurance provider if you have not had a pricing decrease.

  2. Street/Water Department- CM Yawn stated everything is going well in both departments. The water leak that they were going to work on has stopped leaking due to the weather. They will revisit it when it starts to leak again.

  3. Police Department- Chief Pennington states he has given 21 summonses and had 2 arrests. He went into further detail regarding the tickets he wrote. He then presented the council with a proposal. The council will go over it in executive session. The chief then spoke about an ordinance Soperton has regarding dogs and how he will be looking into it and how it could suit Adrian. He will bring it upon the council at the next meeting.

  4. Safety Department- Felicia Owen stated that the Safety Department had their first meeting that day. They discussed the 911 address signs and what the city could do about it. The council will revisit the issue next month. Deputy Clerk Owen also stated that they would have to attend a safety class in order for the city to apply for grants. The mayor said to go ahead and sign up for the class.

  5. Recreation Department- Mayor Adams- Nothing to report.

 

Council Members

  1. Wynola Smith- Nothing to report.

  2. Zelda Sumner- Nothing to report.

  3. Suzanne Hutchinson spoke about having a sign built by the Chris Way. He is looking into the material he will need and should be able to make the sign for about $400.00. It will be made out of steel so it will not rot like the previous one did.

  4. Jesse Yawn- Nothing to report.

  5. Larry Sumner- Not in attendance.

 

Mayor Kim Adams- Nothing to report.

 

XI. Recess Regular Meeting:  CM Yawn made a motion to go out of regular session and into executive session. Motion seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion Passed. Council went out of regular session at 7:42pm.

 

XII. Executive Session: Land and Employees

 

XIII.Call Regular Meeting to order:  CM Yawn made motion to go out of executive session and into regular session at 8:45pm, seconded by CM ZSumner, and carried by CM Hutchinson and CM Smith. Motion passed.

 

CM Yawn made a motion to raise the council’s salary to $150.00 per month and $10.00 per extra meeting and the mayor’s salary to $650.00 per month starting at the new term for each seat. Seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion Passed.

 

CM Yawn made motion to move Chief Pennington from hourly pay to a weekly salary of $700.00, with him being on call 24 hours 7 days a week. He will not receive any overtime or comp time. He will receive a take home vehicle. He will be switching between both cars to even out the millage and if gone for an extended period of time will leave the car in Adrian. He will receive a 3% living increase if the budget allows. Motion Seconded by CM Hutchinson and carried by CM Smith and CM ZSumner. Motion passed. This will take affect starting at the new pay week of January 17th.

 

CM Yawn made a motion to run an ad in the newspaper for a part time officer that is POST certified, seconded by CM Hutchinson, and carried by CM Smith and CM ZSumner. Motion passed.

 

CM ZSumner made a motion to terminate services with Judge Keith Pollette and hire Judge Richard McNeely, seconded by CM Yawn, and carried by CM Smith and CM Hutchinson. Motion Passed.

 

XIV. Adjournment: CM ZSumner made a motion to adjourn the meeting, seconded by CM Smith, carried by CM Yawn and CM Hutchison. Motion passed. Meeting adjourned at 8:55pm.
