The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Michelle Leirer-Love,  and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

MINUTES

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, JANUARY 10 2022 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.

 

II. Invocation and Pledge of Allegiance: CM Hutchinson led the invocation. All in attendance stood for the pledge.

 

III. Adoption of Agenda: Mayor Smith stated that the attorney will not be able to attend the meeting and there will not be a need for an executive session or charter review. CM Yawn made a motion to amend the agenda to not include an executive session or the charter review. Motion seconded by CM Hutchinson. Motion carried by CM Love. CM Yawn made a motion to adopt the agenda. Motion seconded by CM Hutchinson. Motion carried by CM Love. Motion passed.

 

IV. Announcements: None

 

V. Public Speakers:

A. Julie Griffin – not in attendance.

 

VI. Adoption of Minutes: CM Hutchinson made a motion to adopt the November 8th minutes, December 21st minutes, and January 3rd Public Hearing minutes. Motion seconded by CM Love. Motion carried by CM Yawn. Motion passed.

 

VII. Reconciliations: Mayor Smith updated the council on the reconciliations. She stated that the city clerk is currently working on the reconciliation in her spare time. She asked everyone to please be patient and that it will take some time.

 

VIII. Unfinished Business:

  1. Charter Review- not discussed.

  2. LMIG Grant Update- Mayor Smith stated that the LMIG has been submitted. The projects will be to pave N Hall St and then to start on Mill St.

  3. EPA Grant Update- Mayor Smith stated that they are still working on the application progress. She said it will take some time but will be worth it in the end.

  4. Reconciliations Update- spoken about previously.

  5. Water Assistance Program Update- Mayor Smith reported that there is a water assistance program available for citizens. Information is available at City Hall.  Those 60 years of age or older and those with kids age 5 and younger are able to apply now. All others will be able to apply after February 1st.

  6. Ordinances- Mayor Smith asked for the council and citizens to think of any ordinances they would like to see in place so they can start working on them after the charter is done.

  7. Termination of Employee- CM Hutchinson made a motion to officially terminate Jessica Wilkes. Motion seconded by CM Love. Motion carried by CM Yawn. Motion passed.

  8. Applications for Maintenance/Deputy Clerk- Mayor Smith reminded everyone that they are accepting applications for the maintenance and deputy clerk positions. They will be having interviews this week. CM Yawn made a motion to hire candidates for each department with the approval of the interviewers. Motion seconded by CM Hutchinson. Motion carried by CM Love.

 

IX. New Business:

  1. 2022 Budget- CM Hutchinson made a motion to approve the 2022 budget. Motion seconded by CM Love. Motion carried by CM Yawn. Motion passed.

  2. 2022 Holidays- The council reviewed the 2022 holidays. CM Yawn asked to include Veterans Day for any employees who are veterans. CM Yawn made a motion to accept the 2022 holidays including Veterans Day for any veterans. Motion seconded by CM Love. Motion carried by CM Hutchinson. Motion passed.

  3. Book Club- Mayor Smith stated that a citizen had asked her about starting a book club at the community center. CM Love made a motion to allow the book club to use the community center. Motion seconded by CM Hutchinson. Motion carried by CM Yawn.

  4. Policy and Procedures Handbook- Mayor Smith spoke to the council about starting a policy and procedure handbook at the start of this year. The council agreed.

  5. Qualifying- Mayor Smith stated that qualifying would be January 24-26 from 8:30am to 4:30pm at City Hall. Two posts are open for qualifying, Post 2 and Post 4.

  6. Election- If there is a need for an election early voting will start February 21st Monday- Saturday up until the week of the election. The election will be held on March 15th.

XI. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported that everything for the department has been going well. He will get the total numbers for 2021 for the council soon.

  2. Street/Water Department- CM Yawn stated that not much has been going on with the departments. They hope to find someone to fill the open positions soon.

  3. Police Department- Chief Strickland introduced Taylor Hudson, the city’s new full time police officer. Chief Strickland reported that there was total of 213 citations issued in 2021. Lastly he spoke about the police department’s partnership with the Nazarene Campground. They will be having weekly Addiction Recovery Meetings at the Community Center. Meetings will be held every Monday at 7:00pm except for the 2nd Monday of the month will be held on Tuesday instead.

  4. Safety Department- CM Hutchinson reported that the City received the safety grant for $3,000.  CM Hutchinson listed the items purchased.

  5. Recreation Department- CM Love stated that the department needed to get together and discuss the remodeling. She stated that she would like to replace the swings at the park for the time being to improve what the city already has.

 

Council Members

  1. Suzanne Hutchinson- spoke about the drug testing that was presented at the previous meeting. She stated that she would like the city to proceed with it. CM Yawn stated that the employee handbook would need to be updated first. CM Hutchinson made a motion to proceed with the drug testing program as long as the handbook is updated to include it. Motion seconded by CM Love. Motion carried by CM Yawn. Motion passed.

  2. Jesse Yawn- nothing to report.

  3. Michelle Love- nothing to report.

Mayor Wynola Smith- Nothing to report.

 

XII. Adjournment: CM Yawn made a motion to adjourn the meeting. Motion seconded by CM Love. Motion carried by CM Hutchinson. Meeting adjourned at 6:49pm.
