The Council
The City of Adrian is operated by the Mayor Kim Adams and five council members, Jesse Yawn, Zelda Sumner, Wynola Smith, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING
MONDAY, JUNE 10, 2019 AT 6:00PM

I. Call Meeting to Order: Mayor called the meeting to order at 6:05pm.
II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge.
III. Adoption of Agenda: CM Smith made a motion to adopt the agenda as is. Motion seconded by CM ZSumner and carried by CM Hutchinson and CM Yawn. Motion passed. Agenda adopted.

The next city wide yard sale will be held on Saturday, July 6th.

Farmer’s Market - 5 people have signed up to sell fresh fruits and vegetables. Logan Bedgood has been selling them every Friday from 4pm-6pm.

Research is still being done about the process of removing fluoride from the water.

There are 3 to 4 ordinances being worked on at the moment and once they are ready they will be brought before the council and to the city attorney.

There is a prospect for the cleaning position. They will be stopping by Thursday to give an estimate on the cost.

City Hall will be closed Friday, July 14th while the clerk and deputy clerk attend a class.

Movie Nights - All equipment has come in but more research is being done for the public performance license.

Fall Ball - Johnson County and Emanuel County will not be able to participate in fall baseball or softball because they will be doing fall football. The council all agreed to participate in football with the counties. Clerk Jean reported there have been volunteers to help with football.

GIRMA will be coming August 5th to inspect the City’s buildings.

Everything with the new software program is going well. All water accounts have been entered and now we are working on entering all payroll information.

Next council meeting Clerk Jean will have a copy of what has been spent for the budget.

A payment agreement had been met for the damages caused to the water main.

VI. Adoption of Minutes: CM Yawn made a motion to adopt the May 13th minutes and the May 13th executive minutes. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed. Minutes adopted.
VII. Reconciliations: CM Yawn made a motion to accept all bank statements and reconciliations for May 2019. Motion seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion passed.
VIII. Unfinished Business:

Locator- CM Yawn made a motion to purchase a locator for the street and water department. Motion seconded by CM Hutchinson and carried by CM ZSumner and CM Smith. Motion passed.

Tablets- CM Yawn made a motion to purchase tablets for the mayor and council to use. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed.CM Yawn made a motion to have Danny Kirkland set up the Wi-Fi for the Community Center. Motion seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion passed.CM Yawn made a motion to have Wi-Fi set up for the Water Department. There was no second.

Hutcheson Building- CM Yawn made a motion to purchase the Hutcheson Building. Motion seconded by CM Smith. The council then discussed the building. CM Hutchinson voted in favor of the motion and CM ZSumner voted against the motion. Motion passed.
IX. New Business:

Fireworks- CM Hutchinson made a motion to donate $1,200 for the 4th of July fireworks. Motion seconded by CM ZSumner and carried by CM Smith and CM Yawn. Motion passed.
X. Reports:
Department Head Reports

Fire Department- Chief Yawn reported that the Fire Department had a total of 11 calls.

Street/Water Department- CM Yawn reported the both departments wanted uniforms in lieu of a raise. CM Yawn made a motion to get the Street and Water department uniforms in lieu of their 90 day evaluation raise. Motion seconded by CM Smith and carried by CM Hutchinson and CM ZSumner. Motion passed. The council then reviewed a list Kenny Roy Scott provided them of what has been done since the last council meeting and asked for permission to paint the park. The council agreed to have the park painted.

Police Department- Chief Pennington reported that he has issued 29 citations and 2 arrests since the last meeting. He then informed the council of a class he will be attending in July. Chief Pennington and CM Smith discussed with the council hiring another police officer. They discussed the details and asked the Chief to have the officer fill out an application.

Safety Department- Felicia Owen reported that there was one last thing to get for the grant and then she would start discussing what to get with the grant.

Recreation Department- Mayor Adams previously discussed fall ball.
Council Members

Wynola Smith spoke about uniforms for City Hall.

Zelda Sumner asked for two areas of town to be cleaned up.

Suzanne Hutchinson reported that the Feed-a-kid program was going very well. The council discussed the rules of Feed-a-kid. CM Hutchinson then asked about the Community Center being sprayed for pests.

Jesse Yawn had nothing to report.
Mayor Kim Adams had nothing to report.
When the council went to adjourn the meeting Oreatha Thomas spoke up and said she asked to be on the agenda to speak. There was confusion when she said she wasn’t sure if she would be able to make it to the meeting. The council allowed Ms. Thomas to speak.
Oreatha Thomas: She spoke about variety of subjects including getting a grocery store in Adrian, having citizens move their trashcans out of the road, not being able to see the road from Green St and HWY 15, how people are running stops signs on Smith St and MLK, and lastly she thanked the city for planting flowers.
XI. Adjournment: CM Yawn made a motion to adjourn the meeting at 7:15pm. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed. Meeting adjourned.
