The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Michelle Love, Suzanne Hutchinson,Orweco Hutchinson , and Robert Fountain Jr. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, JUNE 13, 2022 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

 

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.

 

II. Invocation and Pledge of Allegiance: Invocation by CM Michelle Love all in attendance stood for the pledge.

 

III. Adoption of Agenda: CM SHutchinson made a motion to adopt the agenda as is. Motion seconded by CM Fountain. Motion carried by CM OHutchinson, CM Yawn, and CM Love.

 

IV. Announcements: None

 

V. Public Speakers: None

 

VI. Adoption of Minutes: CM Yawn made a motion to adopt the May 10th minutes. Motion seconded by CM Fountain. Motion carried by CM Love, CM OHutchinson, and CM SHutchinson.

 

VII. Reconciliations: Mayor Smith updated that council stating that the 2020 bank reconciliations have been completed. The auditor is scheduling a visit in July to complete the 2020 audit.

 

VIII. Unfinished Business:

  1. Bank building roof bids update- Mayor Smith opened a bid for bank building roof from David McCoy. The council compared the new bid and previous bids received. The council agreed to have the contractors review the scope of work and state the work in the bid and the council will postpone the matter for now.

  2. Mayor pro tem nominations- CM OHutchinson nominated CM Fountain. CM Fountain declined stating he needed more experience first. CM Fountain nominated CM Yawn. The council appointed CM Yawn Mayor pro tem for 2022.

  3. Recreation department renovation updates- CM Love updated the council on the concession stand. She stated that all of the equipment purchased has been delivered. They are in need of materials now and are waiting for clear weather to get started.

  4. Speed bump signs- Mayor Smith stated that they have found the appropriate signs and are a decent price.

  5. Streets that need speed bumps and signs- Mayor Smith stated that the first road they will put speed bumps on will be Mill St. She has a list of suggested streets to start on afterwards from the police department.

  6. Land survey update- The surveys have been completed. The Mayor received the plats for all of the properties. There are still some areas that need to be flagged which they stated will be done soon.

  7. Ordinances update- Mayor Smith stated that her and attorney Paul Calhoun had not had the chance to sit down and discuss the ordinances yet but will set up a time shortly.

  8. Sweeper- Mayor Smith stated that the sweeper cannot be fixed. The council agreed to sell it as scrap.

  9. Jaws- Mayor Smith stated that jaws are damaged and no longer of use. The council agreed to advertise taking bids on the piece of equipment.

  10. July 4th Update- CM SHutchinson stated that their next gathering is on June 22nd at 11:00am at the Community Center. They are currently working on sponsors for the event. On the Fourth Nora Blvd will be closed off for vendors and entertainment starting at 1pm. The car show will be from 3-5pm. Parade starts at 6pm. Fireworks at dark. CM Love stated that they are selling tickets for a gun raffle. Tickets are $10 a piece and the gun being raffled has a value of $2000.

  11. Feed A Kid Program Update- The program is going well. That morning they handed out 70 boxes of meals.

  12. 4th of July Fireworks- CM Yawn stated to purchase the same amount of fireworks as the previous year there is a $1,000 increase in price. CM SHutchinson made a motion to donate $2,500 to the Fire Department for the fireworks. Motion seconded by CM Love. Motion carried by CM Fountain and CM OHutchinson. CM Yawn abstained from voting.

IX. New Business:

  1. Copy Machine Lease- Mayor Smith informed the council that the current lease for the printer ended. There were no longer parts sold for the printer so they set up a new lease for a new printer for 5 years.

  2. Shredder- Mayor Smith informed the council that the office shredder was broken beyond repair and they purchased a replacement.

  3. Financial Disclosures- Mayor Smith informed the council that the financial disclosures are due by June 30th and have been placed in their boxes to be filled out as soon as possible.

  4. ISO Update-  CM Yawn reported that the ISO inspection has been completed. He won’t find out the results for 6 months but is making improvements to help the department.

  5. Tractor Repairs- Mayor Smith reported that the tractor is in need of repair. A company has picked up the tractor to work on it and they hope for it to be fixed soon.

  6. GMA Convention- Mayor Smith stated that the GMA Convention is being held on June 24-28, 2022. She will be attending and goes into detail explain the benefits of the convention and the resources available that she can bring back to help the city.

  7. YOTM- Mayor Smith announced that the Yard of the Month for June is Nellie White.

  8. September Council Meeting- Mayor Smith stated that there was a conflict with the September 12th council meeting and would like the council to review their calendars to see if September 13th would work for them all instead.

 

X. Recess Regular Meeting: CM SHutchinson made a motion to go out of regular session and into executive session at 6:47pm. Motion seconded by CM Fountain. Motion carried by CM Yawn, CM OHutchinson, and CM Love.

 

XI. Executive Session: Needed: Personnel

 

XII. Call Regular Meeting to order: CM Yawn made a motion to go out of executive session and into regular session at 7:02pm. Motion seconded by CM Fountain. Motion carried by CM Love, CM OHutchinson, and CM SHutchinson.

 

CM Yawn made a motion to raise the part time police officer hiring pay to $14 per hour and raise William Claxton’s pay to $14.50 per hour. Motion seconded by CM SHutchinson. Motion carried by CM OHutchinson, CM Love, and CM Fountain.

 

XIII. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported earlier about the ISO inspection. He said things are going well with the department. He asked everyone to please be conscious of the heat wave and check on the elderly and disabled to make sure they’re okay. To anyone outside in the heat to take plenty of breaks, drink water, and stay in shade when possible.

  2. Street/Water Department- CM Yawn reported that the department has been working on edging and cleaning up the curbs. They are working on finding the leak on 15 so they can get it repaired as soon as possible.

  3. Police Department- Chief Strickland reported that the department has been busy. They’ve issued several traffic violations. He plans to have some patrols and a safety check around the 4th of July and will keep the community updated on social media.

  4. Safety Department- Next meeting is in July.

  5. Recreation Department- Spoken about previously

 

Council Members

  1. Suzanne Hutchinson- Asked for help from any council members that will be in town for the 4th of July. They are looking for canopies and shop fans for the event as well.

  2. Jesse Yawn- nothing to report.

  3. Michelle Love- Asked for anyone willing to sell raffle tickets to pick them up from her.

  4. Orweco Hutchinson- nothing to report.

  5. Robert Fountain Jr.- nothing to report.

 

Mayor- Wynola Smith- nothing to report.

 

CM Yawn thanked the council for the Mayor pro tem nomination. The Mayor stated she is thankful to have a team that is willing to work together and they are all heading in the right direction.

 

XIV. Adjournment: CM Yawn made a motion to adjourn the meeting at 7:21pm. Motion seconded by CM Love. Motion carried by CM OHutchinson, CM Fountain, and CM SHutchinson.
