The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Orweco Hutchinson ,Michelle Love, Suzanne Hutchinson, and Robert Fountain Jr. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, MARCH 14, 2022 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: 6:00pm

 

II. Invocation and Pledge of Allegiance: Invocation – CM Jesse Yawn

 

III. Adoption of Agenda:  Mayor Smith asked the council if they could amend the agenda to include a business license application and the Fathers Among Men as a speaker. CM Love made a motion to amend the agenda to include the business license and the speaker. Motion seconded by CM Yawn. Motion carried by CM Hutchinson. Motion passed.

 

IV. Announcements: None

 

V. Public Speakers:

  1. Nick Alfonso stated that the new flags look good at City Hall. He continued and said that Harry the new maintenance man is excellent. He then asked the council to entertain the thought of putting the charter on hold until there are 5 council members after the election and the same thing for the ordinances.

  2. Fathers among Men - Dr. Neal Dixon said that he has kept Adrian on his mind. The program serves Johnson County and has plenty of resources to bring to Adrian. He spoke about the rewards for joining program and the assistance they can provide. They will work to remove all barriers; will help with GED’s, college, rental Assistance, Heating and air assistance. They want to give back to the community. Miss Anya spoke next: Saying that she has resources for moms, be there to educate and support, also to help dads and family, help with GED, WIC, food stamps. Once started can make home visits twice a month.

 

VI. Adoption of Minutes: CM Hutchinson made a motion to adopt the February 14th minutes. Motion seconded by CM Love. Motion carried by CM Yawn. Motion passed.

 

VII. Reconciliations: Mayor Smith updated the council on the reconciliations. The clerk is working on completing them for 2020. The general account is completed to December 2020 and the court and water are halfway completed.

 

VIII. Unfinished Business:

  1. Qualifying dates: Mayor Smith shared the qualifying dates: Monday March 21 - Friday March 25 from 8:30-4:30 at City Hall. There is a $54 qualifying fee.

  2. Election date: If an election is needed it will be held on May 24th.

  3. Reconciliation update: Talked about previously.

  4. Charter update: Mayor Smith stated that the charter has been updated again and the city is still looking for suggestions and feedback on it.

  5. Police vehicle: Mayor Smith stated that the city purchased- a 2017 Dodge Charger. Chief Strickland stated that he is getting the Explorer ready to sell.

  6. Maintenance applications/resumes: Mayor Smith stated that the city is still advertising for the position and is looking for the right fit.

  7. Tablet update: Mayor Smith stated that the water reading tablet has been ordered and training will be held on April 22nd.

  8. Yard of the month winner: Mayor Smith announced that Donald Meeks was the winner for Yard of the Month for March 2022.

  9. Meet and Greet: Mayor Smith shared how the Meet & Greet event went.

 

IX. New Business:

  1. Rescue Vehicle: Mayor Smith stated that she reviewed the EmCo splost projects for the City and that a rescue vehicle was listed. She asked Chief Yawn to start looking for a vehicle. She stated there will be a meeting on March 24th for the EmCo Splost. She also stated that the Emco Splost was configured wrong and the city will be getting less of a percentage now.

  2. Vehicle for water/maintenance dept.: Mayor Smith stated that the EmCo Splost also listed a vehicle for the water dept and they will replace the dump truck, F150, and purchase a truck and a trailer. Mayor Smith asked Chief Strickland if he could look for a truck for the department.

  3. Code ordinance enforcer: Mayor Smith explained that a code enforcement officer is there person to serve ordinance violations. Mayor Smith and the chief agreed that it would be best for an officer to act as the code enforcement officer.

  4. Solicitor: Mayor Smith asked the chief and city attorney to explain the importance of a solicitor in court.  The council asked for a price to be presented by the next council meeting.

  5. Emanuel County Splost- Spoken about previously.

  6. Business License:  Mayor Smith presented a business license application or Fat Man Auto Detailing. CM Yawn made a motion to approve the business license. CM Hutchinson seconded the motion. Motion carried by CM Love. Motion passed.

XIII. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported that the department has been busy this past month. They did respond to a structure fire recently. He stated he was thankful for the help from the neighboring departments and that they all worked well together.

  2. Street/Water Department: CM Yawn state that the department is doing a good job but they still need one more maintenance worker. Grass cutting season coming soon and they will need more help.

  3. Police Department- Chief Strickland presented the resignation  of Officer Andrew Morris effective March 16th. He then reported that for the month of February there were 38 Calls, 3 arrests, 15 Traffic stops, 6 Citations written, and 9 warnings. The tag reader citations are being sent out and it is process to get things going smoothly. He stated the importance of the camera and mentioned that the only picture of Don Hightower car was picked up from the city cameras. They have also helped him investigate and solve about 19-20 gas station drive offs. He will be looking into more information on the power backups for the cameras.

  4. Safety Department- CM Hutchinson reported that the department will be having a meeting she scheduled for 2:00pm on March 30th.  

  5. Recreation Department- CM Love reported the research she has done for some playground equipment and they hope to purchase some soon.

 

Council Members

  1. Suzanne Hutchinson- Stated that there will be a Rec Dept social gathering for the 4th of July planning March 23rd at 11:00am at the Adrian Annex.  She then asked the mayor for an update on the surveys. The Mayor stated they will be looking for another company soon.

  2. Jesse Yawn- Nothing to report

  3. Michelle Love- Stated that she would like to host a park cleanup day when the equipment is purchased to plant some flowers and workaround the park.
