The Council
The City of Adrian is operated by the Mayor Kim Adams and five council members, Jesse Yawn, Zelda Sumner, Wynola Smith, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING
MONDAY, MAY 13, 2019 AT 6:00PM

I. Call Meeting to Order: Mayor called meeting to order at 6:05pm.
II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge.
III. Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda as is. Seconded by CM ZSumner and carried by CM Yawn and CM Hutchinson. Motion passed. Agenda adopted.
IV. Announcements:

Clerk Jean announced the total profit of the Spring Fling was $187.39.

GA Power visited the Community Center and found the source of the high electricity usage. The source was pump that pumps water off of the roof. For the time being it is going to remained unplugged until the issue is fixed.

The Mayor signed the Automatic Aid Agreement with Emanuel County.

Clerk Jean updated the Council on the situation with Evans. They have brought extra trashcans for the city to replace any that have any problems. They have also supplied two large dumpsters for the citizens to use from April 29 until May 13.

Clerk Jean announced that the Yard Sale went very well and many people were asking for the city to make it a reoccurring event. The Council discussed having it on the first Saturday of every month.

The Council discussed hosting a farmers market in Adrian so the citizens would have access to fresh fruits and vegetables.

Clerk Jean announced that the Nation Day of Prayer held in the park had a nice service with a good outcome of people.

The slow children at play road signs have come in and will be put up as soon as possible.
V. Public Speakers:

Robert Heard from Hawkins could not make it to the meeting. The Council discussed the pricing he offered. The council tabled 2 products for the next meeting. The council then voted purchase phosphate through Hawkins and to start adding it into the water as soon as possible.

VI. Adoption of Minutes: CM Yawn made a motion to adopt the April 8, 2019 minutes. Motion seconded by CM Hutchinson and carried by CM Smith and CM ZSumner. Motion passed.
VII. Reconciliations: CM Yawn made a motion to accept all bank statements and reconciliations for April 2019. Motion seconded by CM ZSumner and carried by CM Smith and CM Hutchinson. Motion passed.
VIII. Unfinished Business:

TIA Money- The Council agreed that they would like to use the TIA money on the culverts and ditches that need repairing. The Mayor will inform them at the next meeting she attends on what the City has decided on.
IX. New Business:

Fluoride- Clerk Jean will look into the process of removing it from the water. Tabled until next month.

Code Enforcement Ordinance- The Council agreed that this needed to be enforced but it will not be in effect until all addresses have been updated through 911.

Marijuana Ordinance- Chief Pennington explained the benefits of a marijuana ordinance and will present the council with more on it at the next council meeting.

Distressed Property Ordinance- The council discussed creating a new ordinance for distressed and abandoned property but will be reviewing a previous ordinance first.

Office Cleaning Position-The Council discussed hiring someone to clean the City Hall. Clerk Jean will be looking further into it.

Underground locator- Tabled.

Road Patch Supplies- The Council decided to contact the state worker to get his advice on the supplies.
X. Reports:
Department Head Reports

Fire Department- Chief Yawn reported how many calls the Fire Department had for the month.

Street/Water Department- CM Yawn previously discussed both departments getting uniforms.

Police Department- Chief Pennington reported that he has issued 49 citations since the last council meeting. He gave a report for the Road Check held in April.

Safety Department- Felicia Owen reported that she has 3 policies for the Mayor to sign. The safety grant requires a seatbelt policy, a safety meeting policy, and a self-inspection policy in order to apply for the grant.

Recreation Department- Mayor Adams asked the Council if they are still interested in doing Fall Ball. She stated that Johnson County and Emanuel County and possibly Treutlen County would both be willing to participate.
She asked to go ahead and order the projector and screen so the city can start planning the movie nights.
She reported that they are still in search of a leader for the Rec Dept.
Council Members

Wynola Smith reported that she has been looking into uniforms for the City Hall. They will be wearing light blue button up shirts with either black or blue pants and closed toe shoes. She then brought up the council and Mayor receiving tablets to use for the meetings. It was tabled until they have more information about it.

Zelda Sumner reported that she would like to see all the ditches in Adrian cleaned out. She asked the street and water department to work on that along with working on picking up the remaining limbs.

Suzanne Hutchinson reported that she will be running the Feed a Kid Program this summer. The program will begin on June 3rd for Pre-K up until 21 year olds.** They must be enrolled in school. She will have more information after her meeting this week. All information will be posted on the City Facebook page and website. ** Correction: Ages are 1-18.

Mayor- Kim Adams reported that she attended a Hazard Mitigation and invited the Council to attend the next one with her in July.
XI. Recess Regular Meeting: CM Yawn made a motion to recess the meeting at 7:15pm. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed.
XII. Executive Session: CM Yawn made a motion to go into executive session at 7:25pm. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed.
CM Yawn made a motion to go out of executive session at 8:05pm. Motion seconded by CM Smith and carried by CM Hutchinson and CM ZSumner. Motion passed.
XIII. Call Regular Meeting to order: CM Yawn made a motion to go into regular session at 8:05pm. Motion seconded by CM Smith and carried by CM ZSumner and CM Hutchinson. Motion passed.
CM Yawn made a motion to give Eric Hall a $1 raise to $11/hour for completing his water license training. Motion seconded by CM Smith and carried by CM Hutchinson and CM ZSumner. Motion passed.
CM ZSumner made a motion to send Mayor Kim Adams and CM Smith to the GMA Conference for training in June. Motion seconded by CM Hutchinson and carried by CM Yawn and CM Smith. Motion passed.
CM Yawn made a motion to run an ad in the paper for a position in the street department if Kenny Roy Scott officially resigned by Friday. Motion seconded by CM Smith and carried by CM Hutchinson and CM ZSumner. Motion passed.
