The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Zelda Sumner, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, NOVEMBER 11, 2019 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: Mayor Kim Adams called the meeting to order at 6:00pm.

 

II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge.

 

III. Adoption of Agenda: CM ZSumner made a motion to add Jason McCoy to the agenda as a speaker. Motion seconded by CM Hutchinson and carried by CM Yawn. Motion passed.  CM Yawn made a motion to add Ronnie Strickland, Lisa, and Jimmy Brown to the agenda as speakers. Motion seconded by CM Hutchinson and carried by CM ZSumner. Motion passed. CM Hutchinson made a motion to adopt the agenda. Motion seconded by CM ZSumner and carried by CM Yawn. Motion passed. Agenda adopted.

 

IV. Announcements:

  1. Clerk Jean announced that the training with Southern Software went well the previous week. They agreed on a day to go live in January.

  2. Clerk Jean announced that the city was able to purchase both properties at the tax sale.

 

V. Public Speakers:  

  1. Lee Smallwood presented the council with a potential contract. He explained the benefits of choosing the company Suez. The council said once they have their meeting with their current water tank company they will get in touch with him.

  2. Jason McCoy spoke to the council about an issue that occurred between Sgt. Strickland and his police department.

  3. Ronnie Strickland spoke to the council as a witness for Sgt. Strickland of what happened that day in response to Jason McCoy’s complaint.

 

The Mayor and council asked for Sgt. Strickland to have his witnesses write statements. CM Hutchinson made a motion to have a meeting on November 19th at 6:00pm to make a decision on the matter. Motion seconded by CM ZSumner and carried by CM Yawn. Motion passed.

 

VI. Adoption of Minutes:  CM Yawn made a motion to accept the October 21st 2019 minutes. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed.

 

VII. Reconciliations: The October bank statements and reconciliations will be ready at the next meeting.   

 

VIII. Unfinished Business:

  1. Community Center Quotes- Mayor Kim Adams opened the bids and read them to the council. CM Yawn made a motion to go with Indoor Temp Control and go with their electric bid. Motion seconded by CM Hutchinson and carried by CM ZSumner. Motion passed.

  2. Millage Rate- CM Yawn made a motion to keep the millage rate the same at 11.000. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed.

  3. Code Enforcement Ordinance 3rd reading- Mayor read the third and final reading of the ordinance. CM Yawn made a motion to accept the ordinance. CM Hutchinson seconded the motion. CM ZSumner voted against the motion. Motion passed. CM Yawn made a motion to have the city purchase signs for families who do not have the funds and bill them over time on their water bill. There was no second.

 

IX. New Business:

  1. State of Mutual Aid and Assistance Agreement needed to be signed.

  2. Golf cart- CM Yawn made a motion to purchase a new golf cart out of the water account for $3,400. Motion seconded by CM Hutchinson and carried by CM ZSumner. Motion passed. The council agreed to run the old golf cart in the paper and to take sealed bids.

 

X. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported that one of the volunteer firefighters will be working full time in Swainsboro and receiving their certification through them.

  2. Street/Water Department- CM Yawn reported that Buckland has taken the pavement out of the bump in the road and will be back when they can to refill it.

The council set up a day to review the applications for the departments.

  1. Police Department- Chief Pennington reported how many citations were written since the last meeting.

  2. Safety Department- Felicia Owen reported that the safety grant had run out of funds and that they’ll be on list if more funds become available. There was also one thing missing from the application. Clerk Jean will be watching a webinar and writing a summary to make up for a training class.

  3. Recreation Department- Suzanne Hutchinson asked for the city to purchase signs for everyone’s vehicle for the Christmas Parade.  The Mayor approved the purchase.

 

Council Members

  1. Zelda Sumner- had something for executive session.

 

The city will be putting on a dinner to feed the elderly at the community center on Wednesday, November 27 at 12:00.

 

XI. Recess Regular Meeting:  CM Hutchinson made a motion to go out of regular meeting at 7:00pm. Motion seconded by CM ZSumner and carried by CM Yawn. Motion passed.  

 

XII. Executive Session:  CM ZSumner made a motion to go into executive session at 7:00pm. Motion seconded by CM Yawn and carried by CM Hutchinson. Motion passed.

 

CM Yawn made a motion to go out of executive session at 7:45pm. Motion seconded by CM Hutchinson and carried by CM ZSumner. Motion passed.  

 

XIII. Call Regular Meeting to order: CM Yawn made a motion to go into regular meeting at 7:45pm. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed.

 

CM ZSumner made a motion to put Sgt. Strickland on paid administrative leave until the matter has been solved at the November 19th meeting. There was no second.

 

XIV. Adjournment: CM Yawn mad a motion to adjourn the meeting at 7:50pm. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed. Meeting adjourn
