The Council
The City of Adrian is operated by the Mayor Kim Adams and five council members, Jesse Yawn, Zelda Sumner, Wynola Smith, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council.The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING
MONDAY, SEPTEMBER 16, 2019 AT 6:00PM

I. Call Meeting to Order: Mayor Kim Adams called the meeting to order at 6:00pm.
II. Pledge of Allegiance: All in attendance stood for the pledge.
III. Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda as is. Motion seconded by CM Yawn and carried by CM ZSumner. Motion passed.
IV. Announcements:

Tennis Courts will cost $35,000 to be redone.

Buckland Paving will begin paving College St. this week and will be patching holes.
V. Public Speakers:

Keith Waters was not in attendance.

Lee Smallwood was not in attendance.

Bobby Simmons spoke to the council about running a car wash on city property. The council said they would discuss the idea in executive session and give him a call on Tuesday.
VI. Adoption of Minutes: CM Hutchinson made a motion to accept the July 8th minutes, July 8th executive minutes, and August 12th minutes. Motion seconded by CM Yawn and carried by CM ZSumner. Motion passed.
VII. Reconciliations: CM Yawn made a motion to accept the June 2019 and July 2019 bank statements and reconciliations. Motion seconded by CM ZSumner and carried by CM Hutchinson. Motion passed. The August 2019 bank statements and reconciliations will be ready at the October meeting.
VIII. Unfinished Business:

T-Splost- The council discussed what to do with the remaining T-Splost funds. The money is going to go towards culverts and paving and patching the roads. If there is any money left over they will discuss what to do with it at the October meeting.

Code Enforcement Ordinance- The council discussed the ordinance. Mayor Kim Adams read the first reading on the ordinance. CM Yawn made a motion to accept the ordinance. Motion seconded by CM Hutchinson. CM ZSumner voted against the motion. Motion passed. The council discussed when the next two reading will take place.

Tennis Court- Discussed in announcements. The Mayor tabled the subject until the city would be able to receive grants.
IX. New Business:

Camera System Quote was tabled. There are other issues with the current cameras that need to be fixed before cameras are added to the system.

Budget Update- The council reviewed and discussed the budget update. They will amend the budget at the next council meeting.
X. Reports:
Department Head Reports

Fire Department- Chief Yawn reported that the Fire Department answered a total of 10 calls in July and 10 calls in August.

Street/Water Department- CM Yawn reported that there are a few water leaks around town. They are currently waiting on 811 before they can start digging.

Police Department- Chief Pennington could not pull his monthly report this month due to a technical difficulty and stated that all is going well for the department.

Safety Department- Felicia Owen reported that everything is together for the safety grant. She needs to discuss what the City would like to purchase with CM Yawn.

Recreation Department- Suzanne Hutchinson reported that the Trunk-or-Treat will be on Halloween Night on Nora Blvd. She also reported that the Christmas Parade will be on December 6th and she has already filed the paperwork. The Mayor told CM Yawn to figure out what the Fire Department will need for New Year’s Eve fireworks by the next meeting.

Suzanne Hutchinson received compliments on the city’s two police officers and wanted to let them know what a good job they were doing. She also stated that she would like to start having workshops before city council meetings again.
