The Council
The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Julie Griffin, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.
II. Invocation by CM Ed Brown and Pledge of Allegiance: All in attendance.
III. Adoption of Agenda: CM Hutchinson asked to amend the agenda and add the update on microphones. CM Hutchinson made a motion to adopt the amended agenda. Motion seconded by CM Love. Motion carried by CM Brown, CM Griffin, and CM Yawn. Motion passed.

Allen Harper- School: Not in attendance

Nick Alfonso-American Rescue Plan: Spoke about the ARP and asked about the charter and the bank reconciliations. Paul Calhoun stated that the charter is close to being done for review. There will be one month for review for the council or citizens.*
VI. Adoption of Minutes: CM Yawn made a motion to adopt the July 12th minutes and executive minutes. Motion seconded by CM Love. Motion carried by CM Hutchinson, CM Brown, and CM Griffin. Motion passed.

Update on ARPA rules and guidelines- Mayor Smith stated that they are still waiting on the list of rules and guidelines but asked the council to be mindful of what the city could use.

Update on Knapp building- Mayor Smith spoke about the Ice House and Knapp building and stated that there has been some comments about it and she understands the sentimental attachment but the buildings were a safety hazard. There will be a few people looking at the building to see if it’s possible and safe to save the front of the building.

Update on EPA Grant- Mayor Smith stated that she had a meeting in July and they stated that the first step is done and the city is in the process of applying. They think that the city will be able to qualify for the grant.

Update on weather alarm- Mayor Smith stated that she spoke with another city at the convention that uses a phone call to send alerts to citizens instead of a weather alarm and suggested that the city could look into that instead.

Update on microphones- Mayor Smith stated that the Danny Kirkland stopped by but did not have time to look at the Community Center to see what would fit the area best but will stop by next time he is able to.

GMA Convention- Mayor Smith spoke about the GMA Convention she attended. She stated that there was a lot of good information available and that it would be great for the council to attend in the future.

CPA visit- Keith Waters visited in July to get all the information for the 2019 audit. Once it’s done he will move on to the 2020 Audit.

Employment taxes- The IRS sent a letter for the 1st quarter of 2020 941. A 843 form was submitted to ask for forgiveness for the penalties.
X. Recess Regular Meeting: CM Yawn made a motion to go out of regular session and into executive session at 6:36pm. Motion seconded by CM Hutchinson. Motion carried by CM Griffin, CM Brown, and CM Love.
XI. Executive Session: Personnel, Real Estate, and Litigation
XII. Call Regular Meeting to order: CM Yawn made a motion to go out of executive session and into regular session at 7:28pm. Motion seconded by CM Love. Motion carried by CM Brown, CM Hutchinson, and CM Griffin.
CM Yawn made a motion to reenact the COVID policy and amend it to include required documentation, 10 working days of pay per incident, and to review other incidents as needed effective today. Motion seconded by CM Griffin. Motion carried by CM Love, CM Brown, and CM Hutchinson.
CM Brown made a motion to accept the resignations of Chris Bonner and Dustin Renfroe. Motion seconded by CM Hutchinson. Motion carried by CM Griffin, CM Love, and CM Yawn.
CM Yawn made a motion to interview a part time police officer and hire upon approval of Mayor, council who interview, and the chief. Motion seconded by CM Love. Motion carried by CM Brown, CM Griffin, and CM Hutchinson.
CM Hutchinson made a motion to advertise for a full time police officer. Motion seconded by CM Love. Motion carried by CM Brown, CM Yawn, and CM Griffin.
CM Yawn made a motion for Douglas Baker’s probation period to end and for him to receive a $1.00 raise. Motion seconded by CM Love. Motion carried by CM Hutchinson and CM Brown. CM Griffin opposed the motion.
Mayor Smith announced that the bank building is now owned by the city.

Department Head Reports

Fire Department- Chief Yawn reported that the Fire Dept. had a total of 9 call for June and 9 calls for July. He stated that the department has been busy outside of calls as well.

Street/Water Department- CM Brown stated that he talked to Johnny and Johnny said everything was good.

Police Department- Chief Strickland started off thanking the Fire Dept. and stating how helpful they have been assisting his department. He then spoke about the grants he has been working on and that the department will be e-ticketing soon. The department had a road check over the weekend and it went well.

Safety Department- CM Hutchinson stated that the department will be having a safety meeting in the following weeks and then will start to work on the grant.

Recreation Department- CM Love reported that the department will be getting measurements for the concession stand and sealing the floor to get ready for the Back the Blue event in November.

Jesse Yawn- Thanked Swainsboro Fire Dept. for sending their command center to help with the traffic from the bridge being out in July.

Ed Brown- Talked about an issue with City Hall being unlocked.
