The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Zelda Sumner, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Adrian Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, NOVEMBER 9, 2020 AT 6:00PM

ADRIAN COMMUNITY CENTER, 107 NORA BLVD., ADRIAN, GA

 

I. Call meeting to order: Mayor called meeting to order at 6:02pm.

 

II. Pledge of allegiance: All in attendance stood for the pledge.

 

III. Adoption of agenda: CM Love motioned to amend the agenda to add city hall employees to the agenda to talk about next. The lawyer advised the topic would need to be talked about in executive session. CM Yawn seconded the motion. The Mayor asked the council if they were okay with the agenda now and they agreed. CM Love motioned to bring back the City Hall employees. CM Yawn motioned to go into executive session. Motion seconded by CM Brown. CM Love voted for the motion.CM ZSumner and CM Hutchinson voted against the motion. Motion passed. CM ZSumner made a motion to go out of executive session. Motion seconded by CM Hutchinson. Motion carried by CM Brown, CM Love, and CM Yawn. Motion passed. CM ZSumner motioned for Stephanie to stay on leave of absence until the investigation is over. Motion seconded by CM Yawn. Motion carried by CM brown and CM Love. CM Yawn voted against the motion. Motion passed in a 4-1 vote.

V. Public Speakers:

  1. Bobby McCoy- Not in attendance.

  2. Julie Griffin- Not in attendance.

  3. Joan Irvin spoke about some concerns regarding the council and city clerk.

 

VI. Adoption of minutes: September 14 and October 13 minutes: Not ready.

 

VII. Reconciliations: September bank statements and reconciliations: Not ready.

 

VIII. Unfinished business: none

 

IX. New business:

  1. Election Results: Election was held on November 3rd. The results were Post 1: Michelle Love, Post 4: Julie Griffin, and Post 5: Suzanne Hutchinson.

  2. GMA Audit: The Mayor stated that Artiffany from GMA has finished the audit she was doing. She advised the city to put in several policy and procedures to prevent the issues found from happening again.

  3. Budget: Postponed until next meeting.

  4. Christmas Lights: The Mayor stated that the city needed new bulbs for the Christmas lights and that they would be put up soon.

 

 

X. Reports

Department Heads

  1. Fire Department: Chief Yawn reported that the call volume for the department has been down. Everyone seems to be staying safe and everything is going well.

  2. Street/ Water Department: CM Yawn stated that he hasn’t been keeping up with the departments. Mayor Smith stated that Johnny Smith will start paving on College/Hall St. shortly.

  3. Police Department: Chief Strickland reported that the call volume for the police department has gone down as well. Traffic has been good but down also. The fundraiser for the police department is going well and they have had a lot of people willing to sponsor them. The fundraiser will be to get some new equipment that the police department needs.

  4. Safety Department: none.

  5. Rec Department: The street department is working on fixing up the park. CM Love stated that they would like to have a Christmas ornament decorating event at the community center on Dec 5th from 2-5pm.

Council Members

  1. Zelda Sumner spoke about a ditch on College St. that needs to be cleaned out. It is causing water to get into the road instead of properly draining.

  2. Suzanne Hutchinson spoke about the Christmas Parade. She asked to have it on Dec. 5th at 6pm. There will be no application and no charge. CM Hutchinson stated she had an open statement she wrote to read to the mayor, council, employees, and citizens of Adrian. She spoke about some rumors regarding herself, the council, and city clerk.

  3. Jesse Yawn stated that the Trick-or-Treating event went well.

  4. Michelle Love: none.

  5. Ed Brown spoke about Church St. and asked about when the road would be worked on.

 

Mayor Wynola Smith spoke further about the paving of College and Hall St. The City received a donation to purchase a blower for the street dept. With the street sweeper being down this will be helpful for the Street Dept.

 

XI. Adjournment: CM Yawn made a motion to adjourn the meeting. Motion seconded by CM Love. Motion carried by CM ZSumner, CM Hutchinson, and CM Brown. Motion passed. Meeting adjourned.
