The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Zelda Sumner, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Adrian Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

SUMMARY OF MINUTES

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, MAY 11, 2020 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.

 

II. Invocation and Pledge of Allegiance: CM Hutchinson led the prayer. All are in attendance.

 

III. Adoption of Agenda: CM Hutchinson made a motion to add department heads and council members to the agenda. Motion seconded by CM Yawn. Motion carried by CM Love, CM ZSumner, and CM Brown. Motion passed. CM Yawn made a motion to add an executive session. Motion seconded by CM Love. Motion carried by CM Brown, CM Hutchinson, and CM ZSumner. Motion passed.

 

Mayor Smith introduced the new city attorney, Paul Calhoun.

Mayor Smith introduced one of the new officers, Dustin Renfroe. The other new officer will be in shortly.

CM Hutchinson made a motion to give Mayor Smith a key to City Hall. Motion seconded by CM Yawn. Motion passed. The council voted to give all 3 police officers a key to City Hall.

Mayor Smith asked the council to sign a paper to Citizens Bank allowing her to access online banking for viewing only. The council signed the paper.

 

IV. Speakers:

  1. Dr. Bonnie Kelly spoke to the council about grant writing and gave her past experiences with helping other cities.

 

Mayor Smith introduced the second new police officer, William Claxton.

 

  1. Nick Alfonso spoke to the council about streets in the city that need to be repaired. CM ZSumner made a motion to have Shannon Watkins give bids for what it would take to fix city streets. Motion seconded by CM Hutchinson. Motion passed.

 

Mayor Smith announced to the council that the audit is going great.

 

V. Adoption of Minutes:  CM Hutchinson made a motion to adopt the March 9th, March 16th, March 19th, March 19th Executive Session, March 23rd, and April 13th minutes. Motion seconded by CM Love. Motion carried by CM Brown, CM Yawn, and CM ZSumner. Motion passed.

 

VI. Business:

  1. Attorney- spoke about earlier in the meeting.

  2. New Officers- spoke about earlier in the meeting.

  3. Key to Office- spoke about earlier in the meeting.

  4. Online Banking- spoke about earlier in the meeting.

  5. Audit- spoke about earlier in the meeting.

  6. Community Center Renovation- The council spoke about repairing the community center and stated the money will come from Splost. CM ZSumner stated she was upset that money was spent on the community center roof and it was not done correctly.

  7. Hutchinson building- The city now has the deed to the building. The repairs for the building will cost $1,500 and a citizen, Dwayne Sumner, volunteered to do the work for free and asked for Wardale Lovett to help him with the repairs. CM ZSumner made a motion to make Mayor Smith the project manager. Motion seconded by CM Yawn. Motion carried by CM ZSumner, CM Brown, and CM Hutchinson. Motion passed.

  8. Dump Truck Repair- CM Yawn made a motion to have Kyle Strickland repair the dump truck pending on if the attorney approved and said there would not be a conflict of interest. The repairs would cost $659.95. Motion seconded by CM Love. Motion carried by CM ZSumner, CM Brown, and CM Hutchinson. Motion passed.

  9. Street Employee- Executive Session.

  10. Dog Kennels- Chief Strickland presented the council with a solution to the stray dogs in the area. He suggested that the city create a kennel to temporarily house stray dogs until a shelter can take them and find them a home. He presented the council with the cost of the building and size.

 

Mayor Smith spoke about the police department needing ammo. CM ZSumner suggested checking out precision delta. CM Love made a motion to purchase ammo for the police department. Motion seconded by CM Hutchinson. Motion carried by CM Brown, CM ZSumner, and CM Yawn. Motion passed.

 

VII. Executive session: CM ZSumner made a motion to go into executive session at 8:16pm. Motion seconded by CM Love. Motion carried by CM Yawn, CM Hutchinson, and CM Brown. Motion passed.

 

VIII. Regular Session: CM ZSumner made a motion to go into regular session at 8:26pm. Motions seconded by CM Yawn. Motion carried by CM Hutchinson, CM Brown, and CM Love. Motion passed.

 

CM ZSumner made a motion to accept the termination of Dylan Lowery. Motion seconded by CM Yawn. Motion carried by CM Hutchinson, CM Love, and CM Brown. Motion passed.

 

IX. Department Heads:

  1. Michelle Love: spoke about rubber speed bumps for areas that need it. She stated that found a place that may donate some.

  2. Suzanne Hutchinson: asked if anyone had heard anything about the cell phone tower.

 

CM Love made a motion for the clerks to participate in a training webinar. Motion seconded by CM Hutchinson. Motion carried by CM Brown, CM Yawn, and CM ZSumner. Motion passed.

 

X. Adjournment: CM ZSumner made a motion to adjourn the meeting at 8:40pm. Motion seconded by CM Yawn. Motion carried by CM Love, CM Brown, and CM Hutchinson. Motion passed. Meeting adjourned.
