The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Zelda Sumner, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Adrian Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, JULY 20, 2020 AT 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.

 

II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge.

 

III. Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda. Motion seconded by CM Love. Motion carried by CM Brown, CM Yawn, and CM ZSumner. Motion passed. Agenda adopted.

 

IV. Announcements:

  1. Lunch Program- Mayor Smith thanked CM Love and CM Hutchinson for helping with the lunch program and for delivering meals.

  2. Summer Bash- Mayor Smith announced that the Summer Bash on June 13th was a success. The meals were provided by Johnson County.

  3. GEFA Loan- Mayor Smith announced that the GEFA loan will not have any interest for the next 6 months due to COVID.

  4. Qualifying- Mayor Smith announced that qualifying will be next month from  August 17th-19th from 8:30am-4:30pm for post 1, 4, and 5.

  5. Verizon Tower- Mayor Smith announced that the Verizon tower is operational and has been for a few weeks.

  6. Project Updates- Was spoke about later in the meeting.

 

V. Public Speakers:

  1. Phillip Love was not in attendance. CM Love stated that he wanted to inform the city that he would be able to get rubber speed bumps donated to the city by the company he works for. They rubber ones that nail into the ground do not effect SPLOST. She stated that every time they place an order for speed bumps they will purchase one set for the city. She is unsure how often they order speed bumps. These will help with the speeding problem on streets such as Mill St.

  2. Nick Alfonso was not in attendance.

 

VI. Adoption of Minutes: CM Hutchinson made a motion to adopt the June 8th minutes. Motion seconded by CM Love. Motion carried by CM Yawn, CM ZSumner, and CM Brown. Motion passed.

 

VII. Reconciliations:  January- June 2020 Reconciliations- Clerk Jean has been out sick and did not get to finish the last few reconciliations. They will be postponed until the next council meeting.

 

VIII. Unfinished Business:

  1. Police Chief- CM Yawn made a motion for Kyle Strickland to be the Chief of Police. Motion seconded by CM Love. Motion carried by CM Brown, CM ZSumner, and CM Hutchinson. Motion passed.

 

 

IX. New Business:

  1. Covid Regulations for employees- Mayor Smith stated she had been in contact with the GA Dept. of Public Health and stated that employees who have COVID like symptoms or who have been directly exposed to someone who has tested positive must quarantine for 2 weeks.

  2. Letter of intent- Dr. Bonnie Kelly asked for a letter of intent from the city on their plans to hire her when they are ready to apply for grants.CM Hutchinson made a motion to send the letter of intent to Dr. Bonnie Kelly. Motion seconded by CM Love. Motion carried by CM ZSumner, CM Brown, and CM Yawn. Motion passed.

  3. Police Application- Mayor Smith announced that there was an interview for an officer the past week and he was hired on the spot due to the need for coverage. CM Yawn made a motion to accept the mayor’s decision to hire Christopher Bonner as a part time police officer. Motion seconded by CM ZSumner. Motion carried by CM Love, CM Brown, and Hutchinson. Motion passed.

 

6. Project Updates (announcements)- Mayor Smith updated the council on several projects. -1. Wardale and Daniel have been working on the Hutcheson Building and will continue to do so once Wardale can return to work. She stated that their pay for the working on the building is paid out of splost because she had a few citizens ask about it.

2. Chief Stickland volunteered to work on the Community Center to help do the repairs but that project is on hold for now.

3. The Community Center roof has not leaked again.

4. The remainder of College St has been paved. The paving went partially around the curve onto Hall St. The next LMIG the city receives will go towards finishing paving Hall St. to HWY 80.

5. The Street and Water Dept. have been working on cleaning the welcome signs to the city and have placed p-rock around the signs.

6. The drain pipe that will be used on Norris St was purchased. Nick Alfonso will be digging the ditch and the city will be installing the pipe. There will need to be 2 pipes put in on W Green St once the ditches are cleaned out. The city will be getting more crush n run soon and the next street to work on will be S. Church St.

7. There was a leak at Adrian Homes. The water dept. thought it was fixed but once it was covered up again water started appearing again. They uncovered the hole and the project is on hold until they can figure out if the water is coming from a leak or an underground spring.

 

X. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported that everything is going fine but they have been receiving more calls than normal. There will be ladder testing this month for the department.  CM Hutchinson asked about fire hydrant flushing. CM Yawn replied that flushing hydrants is required to be done through the water department. The water department has been flushing hydrants as often as they can and that there were several flushed the other day.

  2. Street/Water Department- CM Yawn felt there was nothing else to report for the departments.

  3. Police Department- Chief Strickland thanked the council for the opportunity and stated that if anyone needed help we would be willing to help. He stated that the police dept. has also been getting more calls than usual. There haven’t been many citations issued due to COVID. He announced that he received a scholarship for chief’s training that paid for the majority of the expense of schooling. He announced a couple grants the department is working on. He stated that the new officer Christopher Bonner is doing great so far. He stated that they are on a standstill with where to put the dog kennel but are still selling t-shirts to raise money. Lastly he announced that there will be a pancake supper held for Clarence Mitchell’s family on July 28th. He also mentioned that if there was anyone else in need he would do his best to help them as well.

  4. Safety Department- Felicia Owen did not have anything to report.

  5. Recreation Department- Nothing to report.

 

Council Members

  1. Zelda Sumner- Nothing to report.

  2. Suzanne Hutchinson reported that there will be meal pickup July 23rd from 10-12 at Mt. Olive Church. You will need to fill out a paper and bring an ID.

  3. Jesse Yawn- Nothing to report.

  4. Michelle Love continued the discussion about meal pickup. She was told to bring a truck and a trailer to pick up meals but that is currently on hold until they have all of the details. She then mentioned that she was reading through her past meeting notes and noticed that there was not a vote for the clerks to be directly under the council instead of under the mayor. The discussion was continued in executive session.

  5. Ed Brown- Nothing to report.

 

Mayor Wynola Smith reported that a new business applied for a business license called Barks & Bubbles. The business owners introduced themselves and talked about their business. CM Yawn made a motion to approve the business license. Motion seconded by CM Hutchinson, Motion carried by CM ZSumner, CM Brown, and CM Love. Motion passed.

 

XI. Recess Regular Meeting: CM Hutchinson made a motion to recess regular meeting at 6:52 pm. Motion seconded by CM Yawn. Motion carried by CM ZSumner, CM Love, and CM Brown. Motion passed.

 

XII. Executive Session: CM Yawn made a motion to go into executive session at 6:55pm. Motion seconded by CM Brown. Motion carried by CM Love, CM Hutchinson, and CM ZSumner. Motion passed.

 

CM Yawn made a motion to go out of executive session at 7:50pm. Motion seconded by CM ZSumner. Motion carried by CM Brown, CM Love, and CM Hutchinson. Motion passed.

 

XIII. Call Regular Meeting to order: CM Yawn made a motion to go into regular session at 7:50pm. Motion seconded by CM ZSumner. Motion carried by CM Love, CM Brown, and CM Hutchinson. Motion passed.

 

 

CM Hutchinson made a motion to pay Chief Strickland a $19/hr salary. CM Yawn seconded the motion. The council discussed the topic. CM Hutchinson withdrew the motion. CM Yawn made a motion to pay Chief Strickland a 19/hr salary as hazard pay and to revisit it later on. Motion seconded by CM Hutchinson. Motion carried by CM ZSumner, CM Brown, and CM Love.

CM Yawn made a motion for Wardale and Daniel to clean up the Hutcheson building on off time. Motion seconded by CM ZSumner. Motion carried by CM Love, CM Hutchinson, and CM Brown. Motion passed.

CM Yawn made a motion that when Stephanie is cleared to come back to work the council will hold an emergency executive meeting. Motion seconded by CM ZSumner. Motion carried by CM Love, CM Brown, and CM Hutchinson. Motion carried.

 

XIV. Adjournment: CM ZSumner made a motion to adjourn the meeting at 7:59pm. Motion seconded by CM Yawn. Motion carried by CM Hutchinson, CM Love, and CM Brown. Motion passed. Meeting adjourned.
