The Council
The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Zelda Sumner, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

ADRIAN MAYOR AND COUNCIL MEETING
MONDAY, FEBRUARY 17, 2020 AT 6:00PM
ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002
I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:00pm.
II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge.
III. Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda. Motion seconded by CM ZSumner. Motion carried by CM Yawn, CM Love, and CM Brown. Motion passed. Agenda adopted.
IV. Announcements:
(1) Stephanie’s Announcements
a. Kristi Brantley invited the City of Adrian to a meeting on February 20th at 1:00pm about the Census.
b. The new computer system is going well but there is still a lot to learn about it.
c. Tax payments were mailed out and have been coming in steadily.
V. Public Speakers: None
VI. Adoption of Minutes: CM Yawn made a motion to accept the November 11th 2019 minutes and executive minutes, November 19th 2019 minutes, and January 13th 2020 minutes and executive minutes, and January 29th 2020 minutes. Motion seconded by CM Hutchinson. Motion carried by CM Love, CM Brown, and CM ZSumner. Motion passed.
VII. Reconciliations: CM Brown made a motion to accept the October, November, and December 2019 bank statements and reconciliations. Motion seconded by CM Yawn. Motion carried by CM Love, CM ZSumner, and CM Hutchinson. Motion passed.
VIII. Unfinished Business:
(1) Community Center Quotes- Postponed until more bids come in.
(2) Lawyer- An ad will be run in the paper for two weeks that the city is looking for a new city attorney. Monday February 24th the council will hold a special meeting to interview two attorneys.
(3) Golf Cart- The city will be accepting sealed bids for the old golf cart. The highest bidder will be able to purchase the golf cart. The bids will be opened at the March council meeting.
IX. New Business:
(1) Equipment for Maintenance- The council discussed the weed eater, an edger, and the tractor/ bush hog. The weed eater and edger are already budgeted and the department can go ahead and purchase what they need. CM Yawn will try to repair the tractor for up to $1,000. If it would cost anymore the council will call a special meeting.
(2) Patrol cars GPS- CM Yawn discussed that there is a mapping system that the counties would have to get that would allow for the city to have gps on patrol cars. The council discussed a basic gps for the cars that would allow for tracking online. The matter was postponed until the March meeting so more research can be done.
X. Reports:
(1) Department Head Reports
(A) Fire Department- Chief Yawn reported that there were 5 calls in the month of January. The Fire Dept. will be receiving 5 suits from Emanuel County and have already received one suit from the City of Adrian’s Safety Grant. He told the council what the Fire Dept. will need for supplies.
(B) Street/Water Department- CM Yawn reported that the city will soon be getting bids for the next part of paving College St. The water has been turned on at Adrian Homes. Wardale Lovett and Felicia Owen will be attending water training and taking their test.
(C) Police Department- Chief Pennington reported that 17 citations were written since the last council meeting.
(D) Safety Department- Felicia Owen reported that after the safety meetings and the inspection someone will have to attend a class and then the city should be able to apply for the Safety Grant again.
(E) Recreation Department- Nothing to report.
(2) Council Members
(A) Zelda Sumner asked Clerk Jean if she has gotten the information she asked for about the movies. Clerk Jean informed her she was told not to do so. CM ZSumner asked if Clerk Jean could look into the prices for her and get them by the next meeting. CM ZSumner then asked the council when they should have ball this year. Everyone agreed it should be earlier in the year rather than later.
(B) Suzanne Hutchinson announced that the Spring Fling will be on April 3rd from 12-5. She will be over the vendors, CM ZSumner will be over the silent auction, and CM Love will be over the entertainment. The vendor fee will be $25. She asked Felicia Owen to make a flyer for the event.

(D) Michelle Love- Nothing to report.
(E) Ed Brown- Nothing to report.
(3) Mayor- Wynola Smith- Executive session.
XI. Recess Regular Meeting: CM Yawn made a motion to go out of regular session at 6:33pm. Motion seconded by CM Brown. Motion carried by CM ZSumner, CM Hutchinson, and CM Love. Motion passed.
XII. Executive Session: CM Hutchinson made a motion to go into executive session in 6:35pm. Motion seconded by CM ZSumner. Motion carried by CM Love, CM Brown, and CM Yawn.
Motion passed. CM Hutchinson made a motion to go out of executive session at 7:11pm. Motion seconded by CM Yawn. Motion carried by CM Brown, CM ZSumner, and CM Love. Motion passed.
XIII. Call Regular Meeting to order: CM Hutchinson made a motion to go into regular session at 7:11pm. Motion seconded by CM ZSumner. Motion carried by Mc Love, CM Brown, and CM Yawn. Motion passed.
CM Hutchinson made a motion to accept Joshua Pennington’s resignation. CM Hutchinson amended the motion to have the motion effective immediately. Motion seconded by CM ZSumner. Motion carried by CM Yawn, CM Brown, and CM Love. Motion passed.
CM Yawn made a motion for Kyle Strickland to become interterm chief, work at 16/hr salary until he can complete the Chief’s training, and to put an ad in the paper for 2 part time officers. Once he completes his training the matter will be brought before the council again. Motion seconded by CM Love. Motion carried by CM ZSumner, CM Brown, and CM Hutchinson. Motion passed.
The council discussed when Joshua Pennington will return his uniforms and equipment.
CM Yawn brought up a free training for the City Clerk and Deputy Clerk to attend for the new software program. The matter will be discussed at the special meeting on February 24th.
XIV. Adjournment: CM Hutchinson made a motion to adjourn the meeting at 7:23pm. Motion seconded by CM Yawn. Motion carried by CM Love, CM Brown, and CM ZSumner. Motion passed. Meeting adjourned.
