The Council

The City of Adrian is operated by Mayor Wynola Smith and council members Jesse Yawn, Julie Griffin, Michelle Leirer-Love, Ed Brown, and Suzanne Hutchinson. The council operates with a weak mayor and a strong council. The council meets at least once a month at the Community Center Annex on Nora Blvd. The public is always welcome to attend the meetings. If you are interested in signing up to speak at the meeting you can do so at City Hall.

MINUTES

ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, MAY 10, 2021,

WORKSHOP: 5:30PM, MEETING 6:00PM

I. Call Meeting to Order: Mayor Smith called the meeting to order at 6:05pm.

 

II. Invocation and Pledge of Allegiance: All in attendance stood for the pledge,

 

III. Adoption of Agenda: CM Love made a motion to adopt the agenda. Motion seconded by CM Brown. Motion carried by CM Yawn, CM Hutchinson, and CM Griffin. Motion passed.

 

IV. Announcements: None

 

V. Public Speakers:

  1. Zelda Sumner- Council: Was not in attendance.

 

VI. Adoption of Minutes: CM Hutchinson made a motion to adopt the April 12th minutes and executive minutes. Motion seconded by CM Love. Motion carried by CM Brown, CM Griffin, and CM Yawn. Motion passed.

 

VII. Reconciliations: Not ready. Southern Software had to go further back to reconcile and will be starting from February 2020.

 

VIII. Unfinished Business:

  1. Mosquito training – Training was cancelled.  The city will be using pellets and see how they do until there is another class.      

  2. IRS update – The Q4 2020 941 was received and paid in full. The IRS forgave the late fee and said they will continue to remove them if we call each time we receive a report.

  3. Knapp Building- CM Hutchinson made a motion to hire Shannon Watkins to tear down the Ice House. Motion seconded by CM Love. Motion carried by CM Yawn, CM Griffin, and CM Brown.

  4. GIRMA Proposal- Mayor Smith updated the council on the Girma Renewal. There was too many officers listed at first and with the update it lowered the bill.

  5. Land Surveys- The lady surveys have been postponed due to the rain.

  6. Charter- Attorney Paul Calhoun has started revising the charter from the suggestions for the council.

 

IX. New Business:

  1. July 4th Parade- CM Love spoke about the 4th of July Celebration.  The event would start at 1:00pm on Sunday, July 4th with the parade at 6:00pm ending the night with fireworks at dark.  There will be a car show, flea market stalls, vendors, raffles, a silent auction, entertainment, etc. CM Hutchinson made a motion to donate $1500 for fireworks for the Fire Dept. Motion seconded by CM Griffin. Motion carried by CM Love, CM Yawn, and CM Brown.  The council a discussed needing to close Railroad St. the night of the parade.

  2. Maintenance New Hire- CM Yawn made a motion to hire Douglas Baker. Motion seconded by CM Brow. Motion carried by CM Hutchinson and CM Love. CM Griffin voted against the motion.

  3. Equipment for Leaves- Mayor Smith stated that the maint. department has been looking for a solution for cleaning up leaves. Daniel Mincey found two options within the $1500 donated budget from a citizen.

  4. Dumpsters- Mayor Smith spoke with Skip from Evans Disposal about having dumpsters year round. The pricing was $195 per haul with an additional $52 per ton and $50 per month. CM Yawn stated that those dumpsters are approximately 8-10 tons depending on what is in the dumpsters.  The council decided to postpone the issue and look further into the details.

  5. Business License Application- The council reviewed a business license application. CM Yawn made a motion to postpone the application approval until more information was available. Motion seconded by CM Brown. Motion carried by CM Griffin, CM Hutchinson, and CM Love.

  6. RFQ- Mayor Smith updated the council on the grant approval and stated that two RFQ’s have been received. She presented packets to the council.

  7. GMA Training- Discussed last.*

  8. American Rescue Plan- Mayor Smith spoke to the council about the grant. She stated that the money is related to the census. There is $210,453 available for the city to apply for. You receive half of the money and then 12 months later the other half is given. The Mayor will continue to share information as she gets it. There will be another meeting regarding the grant on May 19th.

  9. Hinton House- The Hinton House will be collaborating with the City of Adrian for the Fourth of July Celebration.

  10. GMA Training*- Artiffany Stanley from GMA introduced herself. She spoke about the roles and responsibility of the council and Mayor. She encouraged the council and Mayor to have a meeting discussing the matter and lay out guide lines themselves so everyone can be on the same page. She stated that some cities have a workshop once a year going over this.

 

X. Executive Session:  CM Hutchinson made a motion to go out of regular session and into executive session at 7:16pm regarding real estate. Motion seconded by CM Yawn. Motion carried by CM Brown, CM Griffin, and CM Love.  

 

XI. Call Regular Meeting to order: CM Yawn made a motion to go out of executive session and into regular session. Motion seconded by CM Griffin. Motion carried by CM Love, CM Hutchinson, and CM Brown. Motion passed. The council took a brief field trip to a property.

 

XII. Executive Session:  CM Yawn made a motion to go out of regular session and into executive session at 7:50pm regarding real estate. Motion seconded by CM Love. Motion carried by CM Brown, CM Griffin, and CM Hutchinson.

 

XIII. Call Regular Meeting to order: CM Yawn made a motion to go out of executive session and into regular session at 7:57pm. Motion seconded by CM Love. Motion carried by CM Hutchinson, CM Brown, and CM Griffin.

 

CM Yawn made a motion to follow up on the property on Main St. and purchase it for the agreed upon price.  Motion seconded by CM Love. Motion carried by CM Hutchinson, CM Griffin, and CM Brown. Motion passed.

 

XIV. Reports:

Department Head Reports

  1. Fire Department- Chief Yawn reported that everything is going well with the department. Calls are still down they had approximately 3-4 calls last month.  He has not heard an update from the company about the radio yet. He then mentioned that the county is in the process of redoing their 911 system.

  2. Street/Water Department- CM Yawn stated that the water tank had an issue with turning off. There is someone coming to fix it and due to this issue they are looking into the cost for a remote control turn off instead of a manual one. CM Brown had nothing to report for the department.

  3. Police Department- Chief Strickland reported that the vehicles are in the process of all be restriped. The truck and explorer have already been done. The charger will be restriped soon and will have to be off the road for a few days to get it ready. He also mentioned that he is currently addressing the ATV and side by side issue. He then spoke to the council about considering the possibility of hiring another full time officer.

 

Safety Department- Nothing to report.

  1. Recreation Department- CM Love stated that she spoke to the City of Stapleton and found out that their playground equipment was donated by a church in their area. They did however give her a contact of another city who received their playground equipment through a grant.

  1. Julie Griffin- Stated that they are getting donations for the silent auction for the 4th of July.

  2. Suzanne Hutchinson- asked that the council invited a pastor or citizen to stay the invocation for each monthly meeting. The council agreed that it would be okay to do. 

  3. Jesse Yawn- nothing to report.

  4. Michelle Love- nothing to report.

  5. Ed Brown- nothing to report.

XV. Adjournment: CM Yawn made a motion to adjourn the meeting at 8:34pm. Motion seconded by CM Love. Motion carried by CM Brown, CM Griffin, and CM Hutchinson.
